The documents outline a number of major changes to US space policy. For example, the agency plans to expand its lunar landing fleet to include human spaceflight by the 2030s. But the documents offer no specifics on how many missions or other types of missions the agency has planned.
"The US government is expected to use a variety of innovative technologies to support lunar missions," the documents state. "This is a significant step toward making NASA the leading provider for commercial spaceflight. However, with a number of changes to the space planning process, the Moon may not be ready for human exploration. A lunar landing fleet would be able to perform more mission based on cost, logistics and capability, and the agency would be able to pursue more efficient and efficient missions to the Moon as a whole."
The documents also show that NASA's planned lunar lander program would be a far cry from what NASA hopes to achieve with its Commercial Crew Program, or CCS.
"This approach will use commercial space transportation systems such as spacecraft, ground stations, and rover rovers to return astronauts to the Moon," the documents state. Although the agency has not explicitly stated which of its major missions it would launch on the Moon, it has also said it would have its own space program with the aim of establishing a "human landing system" on the Moon.
NASA's Space Launch System (SLS) plan is being put through a series of briefings and an announcement in early December, with no mention of human crew on the Moon. The SLS program is already operating with a limited number of crew members, including a crew member who is a student and a NASA scientist, and no one in that group will be a part of the SLS.
"It will provide a critical testbed for astronauts to fly to the Moon. With the space industry's increasing prominence in the United States, the US government can ensure that its astronauts will be included in the SLS program," the NASA documents say.
