The British government claims it is taking "a significant step in the right direction" towards protecting the environment.
In a new report it says a new renewable energy scheme to replace diesel engines in the UK is "unlikely to happen for a long time".
The report shows that the amount of carbon dioxide in the air was cut by 3.5 million tonnes by the end of last year by 3.1% compared with the whole of 2015.
That is down from a year ago when the UK government said it would only cut CO 2 emissions by 5% - the majority of the country's emissions - by 2030.
Environment Secretary Owen Paterson added: "The government's focus is on protecting the UK's natural resources and the environment.
"We have already seen the evidence that the number of homes built for climate change mitigation purposes has increased from around 10,000 to more than 50,000.
"There are concerns that the number of homes built to mitigate climate change will also increase.
"Yet, in spite of this growing evidence, government policy continues to push for further action on climate change as evidenced by a pledge on the first day of parliamentary back-to-back."
It adds that UK politicians will consider whether a new policy to reduce carbon emissions could be developed to reduce the carbon dioxide in the air and it is possible that a scheme could be developed in the next two years.
It suggests an independent review of the government's plans is underway to ensure that the scheme is "in safe and effective place" for its long-term aims.The first of three major movies to be released this season of "The Walking Dead," 'Fear and Loathing in Las Vegas' has been announced, and it's based on author David Michonne, who died in a car accident while filming the show's finale.
