"We won't be forced to fight over the rights of ISPs and our customers, instead we will have the ability to fight to protect the rights of our communities," he said.

The repeal bill also establishes a new regulatory framework for US broadband providers that would ban interconnection between US carriers and US broadband providers.

"This will put the interests of US broadband providers ahead of the interests of Californians, and it will protect the rights of ISPs to provide the best service for their customers," Wiener said.

State Senator Mark Leno (D-Santa Clara) said that despite the opposition of the state's broadband providers, the FCC proposal won't cause any disruption in California. "This is a victory for broadband providers and a victory for their constituents, and we look forward to working to ensure that the bill passes," he said.

The repeal of the new net neutrality rules is a major victory for the industry, which is already struggling when faced with the FCC's regulations, due to the large number of complaints it has received.
