So, the Air Force has awarded a lot of money to companies that haven't been able to make a commercial launch. I can see how the Air Force, which spent $22 million on defense, could have won the launch contract but instead chose to award a contract to another company that hadn't made a commercial launch. That is, SpaceX, which is trying to put a "big" rocket engine on its next Falcon 9 rocket engine, has never been able to get a launch contract.

There is also the question of whether the US Air Force can afford to pay SpaceX for rocket systems. The Air Force would be wise to have a small number of rockets, so they have the ability to fund development, so they can start building them. That is, if they make more money this year than they did in the previous year. And I think it is unlikely they will be able to get that in the budget.
