Wheeler said he was "deeply disturbed" by a recent email exchange between his deputy, Tom Wheeler, and a top congressional investigator, who suggested an Internet service provider is blocking an upcoming open-source project to build a fiber-optic cable network in the southern U.S., a move that could threaten the national broadband infrastructure of many other U.S. counties.

Wheeler said he was "deeply disturbed" by the email exchange between Wheeler and the investigator, who also noted he did not know the cause of the email exchange. Wheeler said the document was not the first time Wheeler and the investigator have received similar emails.

The emails came weeks after Wheeler called an open-source project called OpenDNS.com to protest what he described as a lack of public support for the project, which is already funded by some of the country's leading broadband providers, including Google Inc's Fiber and Verizon Communications Inc's VZ.
